Axios: Flight delays spike amid government shutdown
Axios has reported that thousands of flight delays have occurred across consecutive days amid the government shutdown. From Oct. 24-27, over 20,000 flight delays occurred as flight controllers work without pay and airports experience staffing issues. It is expected that the shutdown will further deteriorate by Saturday, Nov. 1, 2025, due to rent and other bills hitting workers, as well as certain federal programs freezing, such as the Supplemental Nutrition Assistance Program. These deadlines and the important role of flight traffic controllers may prompt an agreement being reached to end the government shutdown. These conditions are exasperating an already stressed environment, you can read about the state of America’s airways as part of PIA’s infrastructure series.
Vt.: Are your clients affected by government shutdown?
Do you have clients who are affected by the government shutdown? Are they asking you questions about how to handle payments for their insurance and other bills? Vermont’s Department of Financial Regulation has encouraged residents affected by the shutdown to inform their lenders and insurers of any difficulties they have when making payments. This includes those who are having trouble managing loan, mortgage or insurance payments. The DFR has urged companies to use all available options and alternatives to assist individuals who are temporarily unable to make payments or meet their obligations due to the federal government shutdown.

N.J.: New bills introduced: climate change task force and autonomous vehicles
New Jersey insurance producers should note the new bills S-4722 and S-4072, which would create a Joint Blue Ribbon Task Force on Impacts of Climate Change on Property Insurance and an autonomous vehicle pilot program, respectively. S-4722 would establish a 13-member task force to assess how climate change is affecting both residential and commercial property insurance—and to make recommendations on what could be done about it. The group would include state department commissioners, legislators from both parties, private-sector representatives and members from nonprofit advocacy organizations. S-4702 would mandate the creation of a pilot program to allow authorized testers to operate fully autonomous vehicles in both closed and open-road environments.

HO-2 vs. HO-3: two approaches to insuring a home
Insurance producers often give homeowners the choice between two different approaches to insuring their property. The lower-cost approach is called a named-peril policy—if coverage applies only when a named peril occurs, then all perils that have not been named are excluded. The higher-cost approach is called an open-peril or all-risk policy—like a named-peril policy, there are boundaries, but instead of the perils being identified, the exclusions are identified. Conn./N.H./Vt.: NCCI issues residual market quarter report
The National Council on Compensation Insurance has released its Connecticut Third-Quarter Residual Market State Activity Report, New Hampshire Third-Quarter Residual Market State Activity Report and Vermont Third-Quarter Residual Market State Activity Report. These include: charts illustrating the total number of policy counts and/or premium volume over the past four years for the same quarter each year; tables listing the top 10 classification codes by policy count and premium volume, which show which class codes have top ranking and the percent of policies and percent of premiums; and charts with loss ratio, ultimate net written premium, incurred losses and estimated net operating gain/loss information, which show premiums, gains and losses during a period.
N.Y.: Misunderstood workers’ compensation class codes and 2025 Forum presentations
The New York Compensation Insurance Rating Board has released an educational pamphlet on commonly misunderstood and misapplied classification codes. Also, you can view video recordings of the presentations made at the 2025 Workers’ Compensation Forum, along with the associated reports and studies.
