PIACT is kicking off this year’s District Office Visit Program. This initiative is your chance to engage directly with state legislators—advocating for the issues that matter most to professional, independent insurance agents like you. Whether conducted in-person or virtually, these outreach meetings give us a valuable head start on advancing our key legislative priorities during the 2025 session.
Why participate?
As an independent agent and PIACT member, your voice carries weight. Through the DOV Program, you’ll have the opportunity to:
- Advocate for key industry priorities, including:
- Eliminating the requirement that retail insurance producers obtain three declinations before placing a risk in the surplus-lines market.
- Regulating lawsuit lending practices.
- Creating an insurance framework for e-bikes and e-scooters.
- Thank legislators for their support of past initiatives that have benefited our industry.
- Build relationships with key decision-makers who shape the policies impacting our profession.
How to get involved
It’s easy to participate:
- To express your interest, email govaffairs@pia.org.
- Provide your:
- full name;
- business and home addresses; and
- four potential dates (at least four weeks out) for scheduling meetings.

The PIACT staff members are here to make your participation as smooth and successful as possible. We’ll handle all the scheduling and logistics for your meetings, ensuring everything is set up with your legislators.
Plus, we’re happy to provide coaching beforehand to help you feel prepared and confident. If you’d like, a PIACT staff member can accompany you to your meeting to offer support and guidance along the way.

Shirley Albright, CPIA, CISR
Shirley Albright, CPIA, CISR, joined PIA in 1983 and has worked in many facets of the association over the years. In 1995, she was an integral part of establishing the Industry Resource Center to include the development of the software system to record and track all incoming and outgoing inquiries. She quickly moved from industry resource representative to assistant director and eventually to her current position as director. Currently, Shirley oversees the daily operations of the Industry Resource Center to include the triage of thousands of incoming member inquiries. Her other accomplishments include obtaining her New York state property/casualty broker’s license, CPIA and CISR designations.
