PIACT members educate legislators on issues important to agents, their clients

The warm granite atrium of the Connecticut Legislative Office Building served as the setting for the 2023 PIACT Legislative Reception, held on March 7, 2023.

PIACT President Bud O’Neil, CPIA, welcomed the co-chairpersons of the Connecticut Insurance and Real Estate Committee, Kerry Wood, D-29, and Sen. George Cabrera, D-17, as well as several committee members, legislators and staff members. O’Neil was joined by other members of PIACT’s leadership including: President-elect Kyle Dougherty, CIC, and past President Gerard Prast, CPIA. 

Connecticut Insurance and Real Estate Committee Vice Chairperson Jill Barry, D-31, and member Tom Delnicki, R-14, plus Jim Carson, communications director for the Connecticut Insurance Department, joined the reception, discussing PIACT’s legislative priorities for 2023, which include the following:

  • simplifying the renewal of surplus-line policies and
  • protecting consumers from unexpected increases in personal automobile insurance premiums.

Representing PIACT were Bradford Lachut, Esq., director of government & industry affairs, Shirley Albright, CPIA, CISR, director of the Industry Resource Center, and PIACT lobbyists, Jim O’Brien and Tim Phelan of The Connecticut Group LLC.

Bradford J. Lachut, Esq., joined PIA as government affairs counsel for the Government & Industry Affairs Department in 2012 and then, after a four-month leave, he returned to the association in 2018 as director of government & industry affairs responsible for all legal, government relations and insurance industry liaison programs for the five state associations. Prior to PIA, Brad worked as an attorney for Steven J. Baum PC, in Amherst, and as an associate attorney for the law office of James Morris in Buffalo. He also spent time serving as senior manager of government affairs as the Buffalo Niagara Partnership, a chamber of commerce serving the Buffalo, N.Y., region, his hometown. He received his juris doctorate from Buffalo Law School and his Bachelor of Science degree in Government and Politics from Utica College, Utica, N.Y. Brad is an active Mason and Shriner.
