Former New York state Sen. James L. Seward, a prominent leader in New York state Legislature, passed away on July 27, 2024, at the age of 72, after a long battle with cancer. Seward’s distinguished career in public service spanned over three decades, during which he made significant contributions to the insurance sector.
Representing the 50th and 51st districts, Seward was a dedicated advocate for his constituents in southern central New York and the western Hudson Valley. His tenure in the state Senate saw him lead the Senate Insurance Committee, where he played a crucial role in advancing insurance reforms. One of his notable achievements was co-sponsoring PIANY’s signature certificates of insurance bill, which passed the Legislature a decade ago. This legislation was pivotal in standardizing insurance certificates, providing clarity and protection for both insurers and insured parties.
Sen. Seward’s leadership and dedication earned him respect across the political spectrum. His legacy in the insurance industry and impact on public policy will be remembered for years to come.

Lachut, Esq., joined PIA as government affairs counsel for the Government & Industry Affairs Department in 2012 and then, after a four-month leave, he returned to the association in 2018 as director of government & industry affairs responsible for all legal, government relations and insurance industry liaison programs for the five state associations. Prior to PIA, Brad worked as an attorney for Steven J. Baum PC, in Amherst, and as an associate attorney for the law office of James Morris in Buffalo. He also spent time serving as senior manager of government affairs as the Buffalo Niagara Partnership, a chamber of commerce serving the Buffalo, N.Y., region, his hometown. He received his juris doctorate from Buffalo Law School and his Bachelor of Science degree in Government and Politics from Utica College, Utica, N.Y. Brad is an active Mason and Shriner.
