A new bill, S.6084, was introduced in the New York state Senate, and it would create a captive insurance program specifically for commuter vans—also known as Dollar Vans. If passed, this law would make it easier for commuter van operators to obtain affordable and reliable insurance, a long-standing challenge that has forced many small transportation businesses to shut down.
For insurance agents, transportation operators and the general public, this bill could reshape the insurance landscape for an essential service that fills gaps in New York City’s public transit system.
What the bill does
The bill, sponsored by Sen. Kevin Parker, D-21, would direct the New York State Department of Financial Services to establish a captive insurance program for commuter vans. To establish the program, the DFS would be required to identify and license one or more captive insurance companies to provide necessary coverage for commuter vans. The program will set criteria for enrollment, ensuring only qualified commuter van operators can participate.
The DFS would be charged with monitoring the performance and affordability of the insurance coverage offered under the program. The goal of the bill is to give commuter van operators access to affordable insurance, allowing them to continue providing critical transportation services.
Why this matters for commuter vans
Commuter vans serve thousands of New York residents—particularly in underserved communities where public transit options are limited. These small, often family-run businesses operate in minority neighborhoods, providing affordable rides in areas where traditional bus and subway services fall short. By creating a state-backed captive insurance option, this bill would remove barriers and would help these businesses stay on the road legally and safely.

The legislation has been referred to the Senate Insurance Committee for consideration.
