Big win for N.Y. producers: CE carryover bill clears Assembly committee

The push to modernize New York state’s continuing-education requirements for insurance professionals just took a major leap forward. The state Assembly Insurance Committee has unanimously approved A.6652-A on April 2, 2025,—a bill that would allow insurance producers to carry forward up to seven excess CE credits into their next licensing period.

This is a huge milestone in a campaign that PIANY has championed from the beginning. It also sends a strong signal that lawmakers recognize the need to bring fairness, flexibility and common sense to the way insurance professionals meet their CE requirements.

A legislative victory backed by PIANY

PIANY made this bill a top priority after hearing from agents, brokers and other producers who felt frustrated by a CE system that doesn’t reward them for going above and beyond. Currently, New York state requires 15 CE credit hours every two years—but any extra credits earned are lost at renewal. That discourages additional learning and punishes inquisitive professionals.

The legislation—A.6652-A in the state Assembly, and its companion S.6122 in the state Senate—would fix that by allowing up to seven surplus credits to roll over into the next licensing cycle. It’s a simple change, but one with big implications for the insurance industry.

Why it matters

The Assembly committee’s unanimous vote is more than just procedural progress. It represents a bipartisan consensus that the current rules are outdated and need reform. It validates the ongoing advocacy work that PIANY has done to give producers a stronger voice in Albany.

This reform aligns insurance CE rules with other professions—like law and architecture—in which CE credit carryover is already standard practice. It also makes continuing education more practical and meaningful—especially for highly credentialed professionals who are constantly learning to stay ahead of industry changes.

What’s next?

Now that A.6652-A has cleared the Assembly Insurance Committee, the bill moves closer to a full vote in the Assembly. Meanwhile, its companion bill in the Senate, S.6122, awaits similar movement.
